Congresswoman Zoe Lofgren

Dear Friends,

Welcome to my website.

I am running for re-election to the Santa Clara Valley Water District, representing District 2, and I would appreciate your support.

After you have read this site, I hope that you will know a little more about me, why I continue to want to serve on the Board, and that you will have a better understanding of the critical water issues we all face.

I am a 30 year resident of Santa Clara County. My educational background includes a business degree from San Jose State University and is highlighted by 20 years of water policy development at the Santa Clara Valley Water District. I own and operate a residential construction firm and the application of this experience has assisted me in making practical, cost-effective decisions for the District.

I have had the honor of serving on the Santa Clara Valley Water District since 1986. During the past 21 years I have learned a great deal about our local, regional and statewide water issues.

When I joined the Board in 1986, my mission was to stop the destruction of our underground water supply from industrial solvents. Industrial solvent holding tanks were leaking into our aquifers and I asked, "Where is the outrage?" I brought my passion about this issue to the Board and led the effort to stop the destruction and remediate the damage.

Today, the Santa Clara Valley Water district provides water and flood protection for 1.7 million people who trust us to make the right decisions for now and into the future. These decisions are not often easy.

The District and the District Board remain fully committed to efficiently meeting our mission of enhancing the community's quality of life through comprehensive water management.

The District has been recognized for this commitment to excellence as a regional, statewide and national leader many times over the last decade, including as a 2006 recipient of a Silver Award from the California Council of Excellence - the only northern California governmental entity to ever be so honored.

The San Jose Mercury News editorialized just a few years ago that in carrying out our complex Guadalupe River project, the District illustrated "...how government can get it right". Additionally, in a recent report (2007) the Santa Clara County Grand Jury concluded that the District "is a pioneering organization...perceived by peers and public as a premier operation."

I would like to thank the dedicated staff of the SCVWD for their tireless efforts in providing our Valley with a clean, safe and reliable supply of water. I am proud to be affiliated with such high-caliber professionals and I look forward to continuing to work together.

Sincerely,
Joe Judge
Board Member
Santa Clara Valley Water District
